Pre Filters

Hi New to forum having trouble with my RO 4 element. first how should the pre-filters be fitted. ie from main water inlet side sed,filter then carbon block last carbon sed, filter is this correct?. Second problem the system regenerates ok but will not shut down and water goes to drain most of the time, I have replaced the shut off valve and the restrictor valve, the tank was drained down and the bladder pressure to 7 psi my mains pressure is 75psi, I have now spent on this system more than the cost of a new one. Can any one help me
