Water Filtration for Apartment

What would be the best solution to Filter Apartment Water? Not sure if its allowed but if anyone has had experience with this please share, basic faucet filters wont do it, water is very hard and have been considering getting a filtration system where the water line comes in near the washer/dryer.

What (if any) restrictions are there regarding water filter systems that can be installed? For apartment filtration, the best option may be a countertop water system. The type you would need will ideally handle the issues you are having with your water.
